California is a state in the Western United States. California borders Oregon to the north, Nevada and Arizona to the east, the Mexican state of Baja California to the south; and has a coastline along the Pacific Ocean to the west.
California’s motto is “Eureka” was made official in 1963. Eureka refers to the momentous discovery of gold near Sutter’s Mill in 1848. The California State Seal has included the word eureka since its original design by Robert S. Garnett in 1850.
In 2020, Governor Gavin Newsom established the (CRTF) California’s reparations task force, the first of its kind in the United States. The California Reparations Task Force has issued its first interim report, a nearly 600-page document that spends a full chapter focusing on the longstanding inequities surrounding the history of arts and entertainment in the United States.
The CRTF states: “Throughout American history, the federal government historically deprived Black American artists and innovators of intellectual property rights, copyright protections, and patent protections resulting in intellectual and cultural theft and exploitation,” states the report.
According to task force (CRTF) Chair Kamilah Moore, is “the most extensive government-issued report on the African American community since the Kerner Commission in 1968.”
The CRTF report includes a series of preliminary recommendations for California, encouraging the state to create an “Office of Freedmen Cultural Affairs,” to “compensate individuals who have been deprived of rightful profits” for their creative work, and to prevent further discrimination in arts and entertainment industries through a series of policies and legislation.
The California Reparations Task Force recommended the current limitation of eligibility “determined by an individual being an African American descendant of a chattel enslaved person or the descendant of a free Black person living in the US prior to the end of the 19th century.”
Its CRTF interim report was released by the state’s Department of Justice, and it is expected to issue a final report in July 2023.
